Jeff is President of TD Cowen, a division of TD Securities and Vice Chair, TD Securities. He was Chair and CEO of Cowen from 2018 until the company’s acquisition by TD Bank Group in March 2023.

Previously, Jeff served as President of Cowen, following his roles as Chief Operating Officer and Head of Investment Banking. Prior to those roles, he was the co-portfolio manager of Cowen Investment Management's (formerly known as Ramius) multi-strategy investment portfolio, having joined the firm at its founding in 1994.

He is an inaugural member of the Committee on Capital Markets Regulation (CCMR), a non-profit organization dedicated to efficient capital markets and the stability of the financial system. He also serves on the board of the American Securities Association (ASA). He was Vice Chair (2019-2023) and an inaugural member of the SEC’s Small Business Capital Formation Advisory Committee, which provides advice and recommendations on Commission rules, regulations and policy matters related to small businesses.

Jeff believes in leading with empathy and making a difference in the lives of others. He is a member of the Executive Committee of the Partnership for NYC and the Board of Directors of the University of Pittsburgh Medical Center (UPMC). He also serves as an Executive Committee member of UJA-Federation of New York, incoming Chair of the Foundation for Jewish Camp and Vice Chair of the Board of the Tree of Life Inc., which was formed to rebuild the Tree of Life Synagogue after the tragic shooting in 2018 and is dedicated to combatting identity-based hate in all its forms.

Jeff received a Bachelor of Arts in Economics from the University of Pennsylvania.
